ICMA Recognizes the City of Bondurant for Strategic Leadership & Governance

The Bondurant City Council, City Administrator Marketa Oliver, and Finance and Employee Services Director Jené Nichelle Jess, will be honored by ICMA, the International City/County Management Association, as the recipient of the organization’s Program Excellence Award for Strategic Leadership & Governance. ICMA’s Program Excellence Award for Strategic Leadership & Governance award recognizes the innovative and successful local government programs or processes that have significantly affected a local government organization’s culture or strategic direction. ICMA is recognizing the City of Bondurant with two Program Excellence Awards in 2022.

As the recipient of ICMA’s Program Excellence Award, the City of Bondurant will be honored on various platforms including ICMA’s Annual Conference, September 17-21, 2022.

Bondurant is being honored for its Strategic Continuous Operational Redesign and Evaluation (SCORE) program. Through this program, city leadership engages in continuous improvement efforts. This process includes consistently reevaluating positions to ensure duties align with organizational needs, assessing systems design and making appropriate adjustments, engaging subject matter experts on a regular basis for strategic planning, and systematically approaching challenges and opportunities through the lens of continuous improvement.

Mayor Doug Elrod is excited about the results produced by this program. “We have been able to save significant amounts of money by embracing a continuous improvement philosophy that incorporates a consistent review of procedures. For example, one of the first savings achieved was a few years ago when the City pursued alternatives to traditional delivery methods and partnered with Polk County for a road resurfacing project. It saved the City $48,300 on that one project alone.”

City Administrator Marketa Oliver said, “I am thrilled to see the Council and staff earn this recognition. Evaluating every aspect of the organization methodically is not for the faint of heart and everyone has worked hard to incorporate and reinforce the benefit of continuous process improvement.”

The ICMA Local Government Excellence Awards Program highlights creative contributions to professional local government management while demonstrating the difference that effective and committed management makes to the quality of life in our communities. ICMA’s program awards are presented to local governments and their chief administrators in recognition of their innovative and successful programs. Nominations are evaluated by an independent, 13-person panel of ICMA members.

Recipients set the standard for innovation, effectiveness, and creativity in the cities, towns, counties, and academic institutions they lead. ICMA thanks them for their commitment to improving the lives of the constituents they serve every day.

In addition to in-person and virtual conference recognition, the 2022 ICMA award recipients will be highlighted in the October 2022 issue of PM magazine.
